Note that running lodctr /R failed with Error: Un able to rebuild performance counter setting from system backup store, errorcode is 2 when I first ran it from system32. (note that the errorcode was 2, different from 5 that I originally got prior to my original post).
A value of 1 means the counter is disabled. A value of 2 means the 32-bit counter is disabled. A value of 4 measn the 64-bit counter is disabled. Please make sure that none of the Perfxxxxx are have a key within them called DisablePerformanceCounters.

Go to Start, type”cmd”. Right-click on cmd.exe and choose ‘Run as administrator’. Type “lodctr /r” and press enter. You will then get the message ‘Info: Successfully rebuilt performance counter setting from system backup store’.
4/16/2016 · Error : Unable to rebuild performance counter setting from system backup store, error code is 5PS. The simple answer… running the same command in an elevated command prompt worked just fine! If you still have a problem, you may need to re-install .NET with the version reporting problems with performance counters (usually .NET 2 has this issue).
